OSBL Infrastructure Study-Al Fruqlus Refinery, 13 km east of Alfraqlus - Syria

National Iranian Oil Engineering and Construction Co.(NIOEC), Ministry of petroleum and Mineral Resources of Syria (MOPMR), Ministry of Peroleum of Bolivarian Repulic of Venezuela and Petrofield Refining company limited (PETROFIELD) are intend to construct a 140.000 BPSD grass root refinery in Syria near Alfruglus city. The refinery complex would consist of process units, utilities, off-sites, tankage ad other required facilities inside the refinery fence. The outside required facilities & infrastructure should be studied separately. The objective of this study is appraisal of the required infrastructure which is needed for the outside refinery battery limit and reviews the existing facilities which are available in Syria such as jetty, tanckage terminal, pump station, rail road, crude and product pipeline, and etc.
This study shall perform a techno-commercial assessment to determine the most economically and operationally effective location and configuration of marine terminal from the available two terminals for recieving the crude and exporting the extra product, with taking to the account the maximum use of available facilities.
